That is clearly a C7 hatch / quarter window support piece. It's possible that this is an aftermarket shop that GM has some history with. It's also possible that GM is looking into offering some accessory that requires this support.
For example, they might  be planning on offering an optional hatch cover that includes a large dark tint glass piece that would retain the basket handle look.
It would be an option compatible with the alternative  rear fascia with two round taillights.

Ok first off a lot of Carbon isn't woven. Some of it is done in whats called short fibers. Instead of being woven short pieces of fiber are mixed with the resin. This doesn't allow for much variation in properties, but it's much cheaper and easier to produce.
As for why this shop has these parts...
They could be mold validation parts. Meaning they could be validating the final dimensions and testing the uniformity of other properties. I would eventually imagine they are going to break them.
Or they could have been early hand lay-up parts that were used in mules. GM does farm out some one off pre-production parts.

 AMEN to that!!!!....I'm looking at that whole assembly and picture the new little 3rd window not being there and it would look just fine!!!!. The rear bubble glass would be gone (R.I.P.) but we could actually live with it better.  I hate Tadge Juechter. I wish Dave Hill could've stayed a few more years.

I can't find the C6 part in my the GM soft manual I have, but that thing is difficult to find anything in. I'm certain the vert has a completely different part that has a hefty side to side support for the mounting of the hinges for the short trunk lid and also for the mounting of the hinges and latches for the hard tonneau cover with the built in head rest trailing shapes. the Vert part would look nothing like either the C6 or the C7 part.
