Sounds like the horn ring in your steering column is shorting out.

The second horn, is that your alarm horn?

I agree, I think the issue is in the steering column. Pop the horn button cap off and make sure it hasn't been tampered with by the previous owner.

Jim Shae has some very good schematics on how everything goes together but if I remember correctly the horn contact ring should have (3) nylon insulator buttons that sometimes fall out or get removed and that may be part of the problem.

Seems when these horns go out, they either shock you or they beep randomly like you're experiencing.

If I recall correctly, and I removed mine so I cannot test it...

...in the Off position, the key slot is vertical. To turn it On, slide the key in and rotate clockwise a quarter turn so the key slot is now horizontal.

Likewise, to turn it back off, counter clockwise a quarter turn, until the key slot is vertical again.

Sounds like "Bubba" left his mark on your wiring...

go to this link, and print out the wiring diagram for your year:

Jim Shea's site: jimshea.corvettefaq.com

I had a similar problem with my horn. Turned out to be the horn ring was making contact. there is a gasket in between the ring, and the backing plate. Also, there are three nylon rivets to hold it together. They get brittle with age. I got some nylon screws at Lowes, and they work fine. For the gasket, I used some thin cardboard and traced out the old gasket.
