You talking about the modern, push to start / push to stop setup
or just a button for the starter like a race car?
If the later you need the key in the Ign to unlock the steering column and turn the Ign on so the VATS
would be able to read the key anyway
The push button can just wired in parallel with the stock starter wiring into the starter circuit ;
start with the key or the push button
In any case , VATS is easily bypassed with a resistor
