Unknown Part. Can Anyone ID?

I found this under the drivers seat of my 1996 LT4. It has power seats if that means anything. Any idea what it is and where it goes? Thanks for any help!

Looks like a cover of some sort. Is it hollow? If not any plugs or anything else on the bottom?

Don't even see any screw marks where it was ever mounted to anything. I believe it is a stray, rogue part from another machine. Oh, and Chevy would never use a stamped metal part like that on the '96. They'd do it with a plastic cover.
