My key will not rotate to the park position. It will go forward to start the car, but not back and release. I took the cylinder out and the plastic gear is at the 1 o'clock position, it should me vertical. an that gear be removed and repositioned or is the problem with the rod and switch on the column?

If its an automatic, there is a cable that is connected to the transmission linkage and runs up to the ignition switch. This is used to "lock" the transmission when the key is removed. But if its broken or out of alignment it could not allow you to turn the key to the "off" or "accessories" position.

The plastic sector gear has one very wide tooth and it is positioned correctly when that meshes with the same space in the aluminum rack gear.
After that you adjust the electrical ignition switch to match the proper key position.
Make sure the arm that is cabled to the tranny is in the furthest up position when in park.
