what is the correct timing degree for 80 ,350.do anyone have mark on the hood off the car,had it in the garage they said it was tim at 14 degrees which is to high,they sat it at 0 but it seems to low no power,still dieseling,what can i do,just hat to stop somewhere and the dar thing will not shut off need help

Timing should be 4-6* initial, your no power is caused by timing being too low.

The run-on (dieseling) can be caused by a vacuum leak or the idle speed set too high.

Very possible it's set higher than the 4-6*. I do know that 0* is not correct..

Have you tried premium fuel? My '83 El Camino diesels on regular but not on premium. It's a workaround but once you get the timing right, you might try that if it still diesels.
