Actually, I just enabled avatars for everyone. Go ahead and create one, it has to be 100x100 pixels (or less). Then you can go and click the "user cp" button (upper right), and you can browse your machine and import it.

the maximum size of your custom image is 165 by 165 pixels or 6000 bytes (whichever is smaller).
