Whether or not you choose to have the engine balanced depends on the intended usage.

If you are mainly going to drive in a civilized manner, and you won't be abusing the engine on a regular basis, then you can probably get by without a balance.

On the other hand, if you intend to race the car, then you'll need every advantage you can obtain. Balancing won't lead to increased power gains (at least not any significantly measureable power gains), but it will aid the longevity of a racing engine.

You can get a "poor man's balance" by weighing the rods, wrist pins, and pistons, and matching them. A bit of judicious grinding of the rods to get matched weights, and you're most of the way there.

Good luck!

Are new rods included in the etc or do you want to reuse the rods and crank ??? If the pistons are heavier/lighter than the old ones then you'll have to get it balanced.
if you look at all the work, time and money spent on a engine rebuild I'd have it balanced even if I could (maybe) get away without it....just for the warm and fuzzy feeling, better safe than sorry

Knock in the lower end?? Is it a rod or just the fuel pump?
If it's a rod, you're gonna' need a crank, or a good machine shop to turn yours, plus a rod or two. Maybe better off getting a new rotating assembly that's all complete AND balanced. There are literally thousands of Chevy engines that have had a crank, a couple of rods, a piston or two changed and never been balanced since they left the factory and never had any problems. I've got a 350 myself that's been bored .030 over, never balanced, and runs great. On the other hand, I've got a 454 that's been balanced to within an inch of it's life. Take your pick.

The steering column is easy- tons of info on how to tighten it up.

Back to the balancing question, I would balance. In fact I always balance and it has nothing to do with performance (although it has some positive benifits). I balance because it makes the car a absolute joy to drive.

Just my .02 :)
