Headlight problem

oky doky, well since I need to get something done and my turn signal problem is turning into a fiasco, i have decided to move onto finding out what's wrong with the drivers side headlight. The passenger side headlight moves up and down and works fine, but the drivers side when the switch is turned on moves up a little (like 1 cm). If you push it up from under it, it won't click into place but goes to the top then moves down a bit and then stays there. When turning off the lights it moves down VERY slowly. So my question is, what most likely would cause this? All the linkages and springs seem fine, and the vacuum to the actuator feels similar to the pass side. I have been thinking about getting a vacuum gauge and see if there is any difference but I haven't gotten around to it due to working alot. So based on the information given, am I right to assume the actuator needs to be replaced? I appreciate everyones help!

I personally can't answer your question but this might be of help.

You can find it at Eckler's

Thanks for your advice. i'll look into getting that unless anyone else has some insight.
This should help with the headlight issue.

Go here and click "vacuum trouble" http://corvette-101.com/
With a hand held vacuum pump you can troubleshoot the entire system. I'm guessing you might have a problem with the relay on that side.

That's an easy one. Switch hoses from one relay to the other. If the headlights switch malfunction sides, it's the relay. If they don't, it's the actuator.
Oops forgot to mention i replaced both relay valves. I didn' know if there was any other part that breaks often aside from the actuator. Thanks you guys!
I would try replacing the boot seal in the actuator if you haven't done that already.
Well I replaced the actuator on the drivers side, turned on the lights, and it came up but slowly and delayed compared to the pass side. When the lights are turned off the drivers side goes down slowly as well. I've read in a different thread that it could be the relays but mine are brand new. Any ideas?
I'm going to work on the car all day today so I'll try to switch relays to see if that is the problem.
