depending on the rust I'd say it's got a real good prognosis!
My mom had a '63 Olds F85 4 dr sitting in a garage in Maryland, mostly with door closed....in about 87 or so....the car was started for the first time in some 25 years.....basically the rust ate it up, the car was junk, undersides total sea of rust....parts car only....

IF that birdcage is rusted out, or the frame rusted through....being a '68 you maybe better off parting it out, and buying a more likely candidate....

the MONEY time/effort on restoring/repairing that car without a complete physical exam by a guy who KNOWS vettes....is chancy at best....

I suggest he join a local vette club, get acquainted with club guru, pay him to examin the car, and inform you of i'ts total condition...and cost/parts/labor/time....
