OK....
-Fuel pressure 38 at idle,

-about 41-42 when revving up a bit and then stable about 39

-shut down pressure goes to -0- fast

-pressure at -0- all the time (crack a line - nothing)

Injectors? Regulator? Both? Loose muffler bearing? What?

Unless you have hard starts and black smoke at start up
( injectors leaking ) ;
Either reg leaking or faulty one way valve at pump in tank

You can determine which by running pump to pressurize rails then clamp return line shut and see if pressure holds.
If it does reg at fault.
If clamping the supply line holds pressure , then valve at fault letting pressure bleed back to tank
