Actually, this isn't really Obama's idea. GW Bush committed billions of dollars to efforts to fight AIDS, TB, and malaria.

The reason he's got protesters at this rally is that there is a belief among some that Obama is spending less than - and that he's less commited to the fight against AIDS than Bush was.

Currently 33 million people around the world are infected with HIV and many rely on the American government to pay for their life saving drugs.

Much of that funding comes from a program established in 2003 by George W Bush.

Now his successor, President Obama, has come under fire by campaigners for weakening America's commitment to the fight - an accusation the White House denies.

In the quick research I did, it seems that the US provides about half the funding. I don't expect you'll see much from China or the middle east.

It appears that the disagreement is that GW Bush was pushing about $10 - $15 Bn per year. The administration has rolled all global health spending into a all encompassing $63 Bn over six year plan. This effectively reduces the amount spent on AIDS, as it's now part of a larger program.
