I know that the offset for a 1989 Vette is +56mm, but alot of the wheels that I would consider buying are +54mm. Will those work?

I dont believe so, you may need spacers.

The 2mm difference in offset equates to around 1/16th", as long as the wheels are 9.5" wide, 5x120.65mm (5x4.75") stud pattern and 70.7mm center bore, you will be OK bolt them on to your '89 and you wont need spacers.

Yes, they'll fit 88-96 cars without the need for spacers.
