Not totally sure (although I've been running Q-Jets forever), but I think the vacuum dashpot you speak of controls a locking lever which keeps the secondaries from opening under high manifold vacuum (i.e. at idle to part throttle) (or when you manually push the lever simulating high vacuum). When the vaccum drops as you reach WOT the locking lever releases and allows the secondaries to open.

I've never had a problem with mine, but I do recall playing around with the levers and rods and the throttle plates one time (engine off) and being able to lock the secondaries depending on which sequence of things I played with.
