Quadrajet Secondary Butterflies Unable To Open

There is a lockout so that the secondaries can't open when the engine is cold. Try opening the choke with the rod that comes off the intake thermostat.
From your description, you're trying to open the choke with the choke pull off and then the secondary plates don't open. Right after that, if you're looking at the 2 plates on top of the carb, they are vacuum operated. (Quadrajet) It's unlikely you'll get them to move with the throttle linkage even with the engine running and snapping the throttle.
Check and make sure you're getting full travel with the pedal- have someone push the pedal to the floor (engine off) and hold it. Look down the carb past the choke with a light and the throttle plates should be standing straight up so you can see the edge of them and throttle shaft on both sides.
